Amend law to allow minimum-term reviews for child offenders sentenced at 18+ — 6 signatures. Status: open.
We want the Government to change the law so people who committed murder while under 18, but were sentenced after turning 18, can have their minimum term independently reviewed, taking into account their maturity, rehabilitation, development and current risk.
We want the Government to amend the law so people who committed murder while under 18 but were sentenced after turning 18 can have their minimum term independently reviewed. Following the Supreme Court’s 2026 Quaye judgment, this group remains excluded from the statutory review available to those sentenced before 18. Reviews should consider maturity, rehabilitation, development and current risk. This would not mean automatic release but more a review into each personal case.
