Require Ofgem to introduce a price cap for domestic heat networks, covering unit and standing charges, and prohibit heat-network supply, operation, maintenance, repair, replacement and upgrade costs from being recovered through residential service charges.
Heat-network customers often cannot choose their supplier or switch networks, yet are outside the existing energy price cap. The Government should require Ofgem to set maximum heat-network prices and ensure costs of supplying and operating heat networks, including maintenance, repair, replacement and upgrades, cannot be shifted into residential service charges or recovered twice.
