Provide ring-fenced funding for children with SEND to receive free, accessible swimming and water-safety lessons, including specialist instructors, one-to-one or small-group teaching and reasonable adjustments, until they achieve the safest level possible for their individual needs.
Swimming is a lifesaving skill, but many children with SEND cannot access standard group lessons due to sensory, communication, physical or learning needs. They may need specialist teaching and much longer to learn, leaving families facing high costs or no suitable local provision. Although swimming is in England’s primary curriculum, adapted lessons and continued support are not guaranteed. No child should be denied the best possible chance of being safe in water because they are disabled.
