Require frontier AI developers to collectively fund an independent UK public-safety capability, with competitive technical pay and guaranteed access to relevant systems and evidence. Developers must have no influence over its staff, methods, priorities or conclusions.
Frontier AI companies employ many of the people best able to assess their systems, while equity and salaries make it difficult for public bodies to recruit and retain comparable expertise. Voluntary access can also be withdrawn. A statutory industry levy should fund independent evaluators, secure compute and long-term recruitment and retention benefits, with guaranteed access to qualifying systems and safety evidence and no industry influence over their work.
