Replace Parenting Orders in England & Wales with a statutory framework requiring schools and youth justice to identify pressures & log interventions. Action against parents must then follow an independent review & relate only to deliberate refusal to participate without reasonable excuse.
Parents can face fines and children can face exclusion or other consequences without the requirement for proof that warning signs were acted on or later interventions were suitable. This new statutory framework would use daily pupil and teacher check-ins, preventative pastoral action and referral to family, safeguarding, mental-health or specialist services. It would track referrals, waits, delivery, adaptations, engagement and outcomes. Safety measures may remain, but we believe consequences must not replace earlier intervention.
