Legislate to mandate an automatic refund system for flight delays over 1 hour, irrespective of cause. The original retailer, broker or airline must pay passengers, and NATS must be legally mandated to reimburse them when ATC is at fault.

Additional details

Passengers face a broken system where loopholes deny payouts. Parliament must enact automatic refunds: 25% for 1-hour, 50% for 2-hour, and 100% for 3-hour delays. Calculations must include the full basket price (fare, taxes, luggage, seats, extras). Whoever took the payment - retailer, broker, travel agent, airline - must refund the passenger within 14 calendar days. Crucially, NATS's financial immunity must end so ATC legally reimburses the supply chain when their failures cause the disruption.
