Delay Repay should use railway-held data first. If a passenger provides a valid ticket number, they should not have to manually enter timetable times the railway already knows. This creates avoidable errors and unfairly shifts the burden onto passengers.
The Government has confirmed in Parliament that passengers currently need to know the timetabled departure time to claim Delay Repay. Yet operators hold this data and the ORR requires information demands to be clear, proportionate and not unnecessarily burdensome. Where a ticket number identifies the journey, the railway should match it to its own timetable and delay records, rather than risking rejection because a passenger entered an incorrect time.
