Change the law regarding council housing rights. The new laws must state that homeless persons must have priority and vulnerable rights, regardless of whether or not they have medical health problems; homeless people should not have to stay on the streets because they are homeless.
The issue is that councils do not care if you are homeless for whatever reason. If you are homeless, you should have the human right to be housed regardless of health problems and be placed in temporary accommodation until they find suitable permanent accommodation for that person/s. Councils should not be able to victimise or discriminate against that person/s for whatever reason that may be; every homeless person has a right to be housed, including all ex-veterans.
