Amend housing and leasehold law in England so freeholders, building managers and landlords cannot impose blanket pet bans. Residents should have a right to request a pet, with refusal allowed only where there are reasonable, evidenced grounds.
Blanket pet bans can force responsible owners to choose between suitable housing and keeping an animal that is part of their household. Concerns such as noise, damage, hygiene, safety or animal welfare should be assessed individually rather than assumed. A right-to-request system would still protect property owners by allowing refusal where there are genuine, evidenced reasons, while preventing responsible owners from being automatically excluded.
