There are too many Murders of children who are supposed to be cared for by loving parents, and women by those who think they can just do what they want with them. There must be a major deterrent to stop this and make them think twice before they follow the thought of killing others and any person.
When a child is in a house with parents who want to harm them, they cant escape. They are totally at the mercy of them and recent cases have shown this. A major Deterrent would make them think twice and hopefully protect them, the same as vulnerable women on a train, walking alone on a street in fact any innocent person who just want to get on with life and not harm any thing or any one. People have to learn they cant just do what they want and to respect that others have a right to live as well
