We call on the UK Government to: Mandate a 15-minute grace period across all ANPR car parks before issuing PCNs. Require operators to maintain cash or physical card payment options alongside apps, ensuring drivers without smartphones or mobile connectivity are not penalised. Enforce mandatory fine waivers when pay machines are broken. Enforce compliance with the Equality Act 2010 by requiring reasonable operational adjustments for elderly and disabled motorists.
