Pass a law making 'Jerusalem' England's legal anthem. Past petitions failed as anthems are 'tradition'. Yet, parliamentary sovereignty means Parliament can make any law. Though we love the King, the outdated anthem lacks poetic/musical depth; Jerusalem gives us our own identity.

We petition Parliament to pass a law making 'Jerusalem' the legal national anthem of England. Past petitions were rejected because the anthem is a tradition without legal status. Yet, parliamentary sovereignty means Parliament has the authority to enact any law (Dicey). While we love the King, the current anthem is outdated, lacks musical and poetic depth, and fails to excite crowds. Jerusalem would give England its own distinct identity.
