The CMS currently terminates all enforcement,including DEOs,bank and asset seizures,when a parent moves to benefits.This forces the CMS to restart from scratch,creating a loophole for parents who 'job-hop' to evade payments. We call for a 'pause, not terminate' policy: enforcement must automatically pause upon benefit entry and resume when income is detected. For those with a history of avoidance, the standard declaration grace period must be removed to allow for immediate, automatic enforcement
