The Government should create a statutory consumer right for console video games sold as purchases in the UK to either be available in a transferable physical format, or provide equivalent rights to lend, resell, transfer and retain access to them.

Additional details

Digital-only console games can replace ownership with account-bound licences. This removes rights players have with physical discs: resale, lending, collection and long-term access. Consumers paying full price should receive lasting, transferable rights, not only revocable access. Major platforms are moving towards digital-only releases. Without legal protection, consumers may lose choice, second-hand markets, accessibility and game preservation.
