We call on the Lord Chancellor to use powers under Section 173 of the Transport Act 2000 to mandate that all penalty charge appeals for the Rixton and Warburton Bridge be handled by the Traffic Penalty Tribunal (via the PATROL Joint Committee).
The Rixton and Warburton Bridge now uses ANPR Tolling. Under the Bridge Order, the operator has enforcement powers equivalent to a local authority. However, motorists face systemic issues like backdated fines and technical errors. To ensure fairness, the Lord Chancellor must mandate that the operator joins the PATROL scheme. This ensures appeals are heard by independent lawyers at the Traffic Penalty Tribunal, providing the same transparent dispute resolution used for other UK road charges.
