We want the Government to create a new legal category for private -scooters, allowing them to be used in the same way as E-bikes (EAPCs). This should include safety regulations for speed, lighting, and braking to ensure they are used responsibly

Additional details

Current laws are outdated and unfair to private owners. 1998 laws are not fit for 2026. Rental scooters are legal, but private ones are not, which is inconsistent. Legalisation would provide a green, low-cost transport option, reduce traffic, and allow Government to enforce safety standards like mandatory helmets and manufacturing quality
