We are not asking to abolish birth registration or statutory law. We are asking for: 1. A public review of the legal identity framework 2. Clear, accessible guidance explaining: • The meaning of “legal person” • The purpose and implications of birth registration • How identity interacts with rights, responsibilities, and consent 3. Improved transparency so parents and citizens can make informed decisions 4. A public information notice issued by the Government to improve understanding
